To eliminate some problems in the prior art that when used papers such as newspapers and magazines or the like are to be bundled, they had to be taken out once from a newspaper rack or a storing box and the like and further they had to be moved and bundled, so that their packaging works required much location and further took much more troublesome work and time than those required.
Some used papers such as newspapers and the magazines or the like are mounted on a base table having a binding device thereon and stored on it and when they become a certain specified amount of stacks, either a rope or a string or the like (2) is pulled out of a storing space (5) at the base table having the binding device and bundled under a state in which they are stacked up and stored. They are transported out as a discarded product together with the base table having the binding device. Due to this arrangement, it is not necessary to take out the used papers from the newspaper rack and the storing box or the like as found in the usual system.
