A battery deterioration degree detection means 1a detects the degree of deterioration of a battery 2. A battery charge amount computing means 1b computes the charge amount to the battery 2. A correction storage means 1c stores the correction for correcting the charge amount, according to the degree of deterioration. A charge amount correcting means 1d acquires a correction geared to the degree of deterioration detected by the battery deterioration degree detecting means 1a, from the correction storage means 1c, and corrects the charge amount.
