A first lock mechanism 110 is disposed at a first position of a guide rail 130 for housing wheels of a two-wheeled vehicle, and a second lock mechanism 120 is disposed at a second position on the way to reach the first position. When detecting that the two-wheeled vehicle has passed through the second position, and reaches the first position, a control device 20 causes the first lock mechanism 110 to lock the two-wheeled vehicle as normal parking. On the other hand, the control device 20 causes the second lock mechanism 120 to lock the two-wheeled vehicle which has not reached the first position, but exists at the second position, as illegal parking. The control device 20 starts illegal charging processing triggered by lock starting of the second lock mechanism 120.
