A human power two-way input device 101 is driven by one or both hands and legs of a human being. When the human power two-way input device 101 is driven clockwise or counterclockwise, rotational kinetic energy is outputted from the output end of the human power two-way input device 101. The outputted rotational kinetic energy is inputted into the input end of a speed ratio change gear 102 different in speed change ration according to direction directly or via a transmission device. The speed ratio change gear 102 different in speed change ratio according to direction outputs the rotational kinetic energy, and drives a load wheel-set 103.
