PURPOSE: To make it possible to accurately accomplish the arranging of bills in the shortest time by providing a vibrating plate to vibrate plural bills and a blast fan to send a wind to the bills for arranging them.

CONSTITUTION: Bills 100 thrown in by a client are temporarily received by a stopper 16, and when a sensor confirms the completion of the throwing in of the bills 100, a movable carrying belt 15 presses the bills 100 on a stationary carrying belt 14. A stopper 16 when shunts to a position denoted by a broken line, and the bills 100 are therefore fed to a sending out section 2. Next, at the same time when the belt 15 release the bills 100, a blast fan 26 slides to make a blast mouth 25 attain a specified position, and at the same time when a vibrating plate 22 begins to vibrate, a wind is fed from the blast mouth 25 to make the bills 100 at the sending out section 2 abut on the stopper 28 for their arrangement. When a pusher plate 21 presses the bills 100 against a pusher roller 17 and a sending out roller 18, a stopper 28 shunts to make the rollers 17, 18 rotate at a constant speed to send out a sheet being in contact with the rollers 17, 18 of the bills 100.
