This bill bundling device has: a means receiving input of the number of the bills obtained by counting the number of the bills of the bill group to be counted; a means storing the input number of the bills; a means counting the number of the bills of the bill group input to an input port one by one, and storing the counted number of the bills; a means stopping the count of the bill when the stored counted number of the bills reaches the count collation value; a means detecting a residual bill of the input port 1, and a reject pocket 9 or the like when stopping the count of the bill; and a means notifying a normal end when no residual bill exists.
