In this bill handling device, prior to storage of bills to a storage, the wear-and-tear state of bills is discriminated to three stages of "new bill", "relatively clean", and "wrinkling", and the wear-and-tear state of each bill is stored in a bill data storage part for every bill. New bills and bills except the new bills are inclusively stored in the storage of the bill handling device. In a payment transaction, bills of the wear-and-tear state requested by a user are paid in reference to the bill data storage part.
