The predetermined number of the bills M transferred from a transfer mechanism 9 are pinched and transferred by the upper transfer belt 13 and the lower transfer belt 14 of a binding mechanism 10, and a clip 18 with open side oriented to the upstream of the transfer direction of the bills M is supplied by a clip supply part 17 to the transfer passage. By this, the clip 18 hooked on the tip of a predetermined number of the bills M is pressed and closed by a press roller with the clip 18 mounted coaxially with rollers 15 and 16, and a predetermined number of the bills M are bound by the clip 18.
