The device includes: a clamper 4 having a pressing part 6 for pressing the front end in carrying-in direction of a bill bundle T consisting of a predetermined number of bills carried into a binding position; a movable support plate 38 arranged oppositely to the pressing part 6 of the clamper 4 to support the front end of the bill bundle T, and constituted to be liftable and lowerable; and a fixed support plate 39 disposed oppositely to the clamper 4 to support the rear end of the bill bundle T. The bill bundle T is bound with a paper band in a state where the front end of the bill bundle T on the lowered movable support plate 38 is pressed by the pressing part 6 of the clamper 4, and when the pressing by the pressing part 6 is released after binding the bill bundle T, the movable support plate 38 is raised to a position flushed with the fixed support plate 39.
