To provide a charging system for streaming delivery, charging a fee according to the contribution to a P2P network in streaming delivery using the P2P network, and a charge method and a charging program therefor.
A receiving processing part 201 receives streaming data from adjacent nodes. A P2P processing part 203 relays data transfer or accumulates and manage the streaming data. A parameter detection part 205 detects a parameter such as a transfer data quantity to adjacent nodes, a connection time to the P2P network 100, or maximum connections with adjacent nodes. A discount determination part 208 determines a discount rate in reference to discount tables 210-1 to 210-n based on the parameter. A charging management part 209 performs discounting from a streaming viewing charge based on the calculated discount rate, and manages the charging of each node.
