PURPOSE: To improve efficiency of the whole binding work and to prevent generation of a vocational disease due to this work such as inflammation of a tendon and its sheath by a method wherein after a binding of wires or the like with a packing band, expecially by one with a hook, an extra part of this band is cut instantly and easily.

CONSTITUTION: An adapter 21 is mounted on a tip end of a guide part 2 and an upper blade 23 is provided fixedly almost all over the front surface of the adapter 21. A hand lever 24 is pivoted to one side surface of the adapter 21, and a lower blade 25 is formed at the tip end of the hand lover 24 integrally and in parallel with the upper blade 23. The hand lever 24 is biased by a spring 27 in a direction in which the upper and lower blades 23 and 25 are separated from each other. If a user binds electric wires C with a packing band B2 by means of a binding device in one of his hands, and then presses the hand lever 24 with the other hand, an extra part (b) of the packing band B2 drawn into the guide part 2 is cut instantly by the upper and lower blades 23 and 25.
