A boat hand-rowing propulsion device has a pair of paddles 1 made of elastic material and oscillated outward from the lateral side face positions of a boat P, a pair of operating arms 6 for oscillatingly operating these paddles 1 horizontally inside the boat P, a shaft 4 connected almost at a right angle to the operating arms 6 so as to interlock the paddles 1 and the operating arms 6, and a bearing 5 for connecting the shaft 4 to the outer side part of the boat P. A connection part of the paddle 1 connected from the shaft 4 positioned at the outer side part of the boat P toward the lower part of the bottom part of the boat P is fastened in a vertically oscillating state.
