The first water-absorbing material 10 is formed from ultrafine rayon fibers in a columnar shape having a diameter of 10 to 30 mm and a length of 20 to 60 mm in response to use. About 1 to 5g of bentonite powder is charged into a cylindrical paper container having a diameter of 5 to 15 mm and a length of 10 to 30 mm in the formed cylindrical first water-absorbing material 10 in response to use. The bentonite-charged paper container is pressed in or fit through a press-in means or a fitting means. Thus, the paper container acts as the inner portion 11 of the first water-absorbing material, and the bentonite powder in the inner portion of the paper container acts as the second water-absorbing material 20.
