A circumferential groove 32b for fitting a hole retaining ring 7 therein is formed at a columnar internal peripheral face 32a of a large diameter part 32 of the housing 3. A forming position of the circumferential groove 32b is set to a position in which a clearance between heads of the bolts 9 and the hole retaining ring 7 is about 1 mm in a state of being attached to the bolt attachment part 31 of the bolts 9. The hole retaining ring 7 is overlapped with the heads of all the bolts 9 in radial directions of the bolts 9.
