To prevent damages of surrounding roofing materials such as mounting screw holes for purpose of waterproof so as to prevent water leakage by adapting a receiving pedestal for panel materials such as solar panels to be equal to the gradient of a roof surface.

The receiving pedestal is directly fixed to a rafter 1 from a roof surface via roofing material, waterproof sheet K, and roof board 2, using a bolt (A) with waterproof gland hex-head pillar, so that a load is not put on the roofing material. By causing the receiving pedestal to erect upright on the roof surface, receiving pedestal is adapted to be constantly equal to the roof gradient. The water proof gland hex-head pillar incidental to one bolt at the center is processed to upper and lower bolts and wooden screws and is used for a pedestal mounting bolt. Accordingly, miniaturization and simplification of construction are achieved, and a bottom surface of hex-head pillar of a bolt (A) with the waterproof gland hex-head pillar pressure bonds the waterproof packing against the roof surface, thereby enabling mounting and waterproof at the same time.
