Sealing sheets 21 and 22 are formed of a woven fabric or a nonwoven fabric that is made of a fiber of a thermal adhesive resin having transparency, and arranged in a region between a coated plate 10 having transparency and a solar cell element 2, and a region between the solar cell element 2 and a back cover 30 respectively. The woven fabric or the nonwoven fabric itself is melted by evacuating and heating the regions, and pressurizing the coated plate 10 and the back cover 30, and thereby the solar cell element 2 is sealed between the coated plate 10 and the back cover 30.
