To enable a user to easily grasp the location of a desired book in a library using RFID and also to enable a manager to easily execute arrangement of books.
When a book is arranged in a bookshelf, a management code stored in an RFID attached to the book is read by an IC reader arranged on the bookshelf, whereby the actual shelf position in which the book is arranged is determined. When the actual shelf position is differed from the shelf position of the book in a book stock database, whether the classification of the book is matched to the classification of books to be arranged in the actual shelf position in a shelf classification database or not is determined. When the both are matched, shelf position information of the book stock database is rewritten, and when the both are not matched, this is reported to the manager.
