The booklet issuing device stitches pages on the face cover "Ta" side of a booklet T, collectively pushes up the pages centering around the stitch Tb, and folds the pages with the help of a push-up cam 42 after opening the back cover "Td" of the booklet T, when the booklet T is fed in the state that the face cover "Ta" and the back cover "Td" of the booklet T are reversed and conveyed to a page turning position 5. Therefore, it is possible to collectively push up and fold the pages of even the booklet T of such a type that has pages with high bending rigidity, e.g. the ID page to which a security protective layer is imparted so as not to allow private information to be forged or altered, or the plastic sheet-like page incorporating an IC chip capable of performing high packing density recording, or further, the booklet T with a radio type IC chip which enables information to be read and written in non-contact mode. Thus the collective push-up and folding operation of these peculiar pages of the booklet T can be achieved.
