To determine whether bound sheets are in a good bound condition without applying an impact.
The condition determining device is equipped with a base plate 20 capable of being moved in a direction of moving near to and moving away from the face along a piling direction of a plurality of sheets bound with a binding material, a spatula 28 which is provided on the base plate 20 in a state capable of moving freely along the moving direction of the base plate 20 and is inserted in and pulled from between the kind of paper sheets in accordance with the reciprocating motion of the base plate 20, a spring 30 which gives force in the pulling out direction to the spatula 28 resiliently, wherein the force is smaller than contact pressure between the sheets in the bundle and is larger than the contact pressure between the sheets in a state that the paper sheets are not bundled and a judging part 34 to judge good or bad in the bundling condition of the bound sheets based on whether the spatula is moved in a specified distance against the force by the spring 30 or not when the spatula is pulled from between paper sheets.
