Abstract:
To provide an apparatus and method for encoding and decoding.SOLUTION: A partitioning method includes determining whether the current block of an image is a boundary block and whether the size of the current block is greater than a minimum allowed quadtree leaf node size, and applying forced binary tree (BT) partitioning to the current block when the current block is a boundary block and the size of the current block is not greater than the minimum allowed quadtree leaf node size (MinQTSize). The method further includes determining that the current block of the image is a border block and the size of the current block is less than or equal to the minimum allowed quadtree (QT) leaf node size (MinQTSize), and applying forced binary tree (BT) partitioning to the current block depending on the determination.SELECTED DRAWING: Figure 7A
