The first hole, the second hole and the third hole extend between the second surface and the second hole, between the first hole and the third hole, and between the second hole and the first surface respectively. The third diameter is larger than the second diameter and the second diameter is larger than the first diameter. Each fastener 14 is provided with a shaft and a cap. The size of the cap is so formed as to be fitted in the second hole. The fastener extends via the first hole for being engaged with a panel forming the foundation and the lane joining part is fitted to the foundation panel. Each plug has the axial length and is disposed within the range of the third hole.
