A brake control microcomputer 20 puts switching elements 11a, 11b in the on state alternately for a fixed period so that part of the current carrying period of the switching element 11a overlaps the current carrying period of the switching element 11b and also the remaining part of the current carrying period of the switching element 11a does not overlap the current carrying period of the switching element 11b. In the timing when both the switching elements 11a, 11b are in the on state, brake coils 5a, 5b are energized, releasing the braking operation of a hoisting machine 13. When the braking operation of the hoisting machine 13 needs to be validated, the brake control microcomputer 20 puts the switching elements 11a, 11b in the off state, so that the brake coils 5a, 5b are not energized, validating the braking operation of the hoisting machine 13.
