This device is provided with a first detecting means 11 for checking an electric state of a solenoid valve or a driving circuit by conducting a solenoid of the solenoid valve, by controlling the driving circuit with a first conducting pattern for a conducting time when a valve element of the solenoid valve does not operate or slightly move, and a second detecting means 12 for checking the electric state of the solenoid valve or the driving circuit by conducting the solenoid of the solenoid valve, by controlling the driving circuit with a second conducting pattern for a conducting time when the valve element of the solenoid valve certainly operate. When the first detecting means 11 detects any electric abnormality the second detecting means 12 again checks existence of the abnormality, and when even the second detecting means 12 detects the electric abnormality, existence of abnormality in the detected object is judged.
