To smoothly attain operation when any failure occurs by providing a function for automatically determining whether a service should be immediately stopped based on processing quantity or a period of time in a, so called, branch office system.
This branch office system is configured of a plurality of terminals to be operated by a user, a plurality of servers having a plurality of types of programs for processing a request from a terminal and a load distributor arranged between the terminal and the server for controlling to which server the request from the terminal should be distributed. The server is made to hold the information of the significance of each program, the information of the significance of each period of time and the information of the propriety of the instantaneous stop of the server for the significance of each program and the significance of each period of time, and the server is provided with a section which calculates amounts demanded from the terminal, a section which determines the propriety of the instantaneous stop of the server from the significance of the program and the significance of the period of time when any failure is generated in the program and a section which notifies a load distributor of the status.
