To shorten an execution period and reduce execution costs while efficiently discharging deposits accumulated inside an existing pipe to the outside through a through hole of a lower pipe wall.
A branch pipe joint B provided with an upper side lead-out pipe part 7 and a lower side lead-out pipe part 8 is fixed to an outer circumferential face of the existing pipe 1. A three way valve 2 provided with a multipoint connection part 2b is connected to a confluent portion of an upper piping system communicating with the upper side lead-out pipe part 7 of the branch pipe joint B and a lower piping system communicating with the lower side lead-out pipe part 8 of the branch pipe joint B and led out upward through a transverse side part of the existing pipe 1. Through holes 1a and 1b are formed in an upper pipe wall and the lower pipe wall of the existing pipe 1 through the upper side lead-out pipe part 7 and the three way valve 2 in a first opened state by a drill C attached to the multipoint connection part 2b of the three way valve 2 without cutting off communication of fluid in the existing pipe 1. An apparatus such as a fire hydrant or another piping is connected to the multipoint connection part 2b after removing the drill C.
