PURPOSE: To reduce reduction in braking effect when an automobile is running on a frozen road or running in the heavy rain by detecting a foot brake operating phenomenon and making an electromagnetic valve operate by means of a signal together with making damping agents by blown from a blow-off port down to the front upper part of a wheel of the automobile.

CONSTITUTION: An operation panel is provided with a change-over switch 2, a damping agents operation switch 4, damping agents low level alarm 14, when a foot brake is operated, the panel detects the operation phenomenon and makes a signal 1 go through the switch 2. As a result, an electromagnetic timer 3 makes a 4-way electromagnetic valve 5 operate. When the valve 5 operates, compressed air blows out of a blow-off port 10. At the same time, an automatic pinch-type valve 8 turns ON, and the damping agents are blown from the port 10 down to the front upper part 11a of an automobile wheel 11. The damping agents are brought underneath the wheel 11, increasing friction (force) between the wheel surface and the road surface.
