When shifting from an operation of an operation part 34 (operation means) for opening a relay (switching means) to a next operation for pulling out the short circuit plug 30 from the electrode 14, it is required to put fingers on a pullout finger putting part 35 from a displacement operation finger putting part 36 so that this device is so constituted that, if there is a time lag from starting the opening operation of the relay to closing the main circuit, the short circuit plug 30 is pulled out after opening the main circuit. The constitution can eliminate the short circuit plug from being pulled out between the electrodes during with the main circuit closed.
