Abstract:
To prevent that a short-circuiting plug is pulled out from an electrode under a state that a circuit is being closed.
When the short-circuiting plug 20 is pulled out from the electrode 13, at first the first lever 23 is rotated to an operating position, and by actuating a relay to open, and afterwards by operating the second lever 30, the short-circuiting plug 20 is made possible to pull out. At this point, opening actuation of the relay is completed and the circuit is opened. Therefore, even if there is a time lag from the opening of the relay until the circuit is opened by the completion of its opening, there is not a case in which the short-circuiting plug 20 is pulled out from the electrode 13 while is the circuit is still closed.
