The broadcast equipment comprises a scrambler 103 for encrypting a broadcast content with a first key, a data base 108 having a plurality of key data becoming the origin of a second key, a means 107 for creating arbitrary operational parameters, an operating means 106 receiving operational parameters and at least one of a plurality of key data from the data base by specifying an arbitrary recode and deriving the second key by performing operation, a means 104 for creating the operational parameters and information including the first key encrypted using the second key as common information, and an EMM creating means 105 for creating individual information by encrypting a record number and a fourth key specified in the data base using a third key group.
