To obtain viewing information that is truly effective for a program producer or a sponsor, from a certificate issued on the basis of viewing, and to provide a service based thereon even to an audience.

On the basis of broadcast content discrimination infomation contained in received broadcast information and view certificate issuance information, a broadcast receiver 31 judges whether or not a view certificate 32 is to be issued by reproducing the received broadcast information and when the conditions are fulfilled, a view certificate 32 relating to broadcast contents is issued. An audience downloads the view certificate 32 to a portable phone 33 and carried it to a service provider 34 to utilize predetermined service provisions, and the program producer or the sponsor can obtain the information that is truly effective for grasping the situations of viewing.
