To easily generate lid covering information.SOLUTION: At a sub-station, program information derived from SI/EPG of a main station and program information derived from SI/EPG of a sub-station are collated to identify that the broadcast program to be distributed by the sub-station corresponds to a predetermined broadcast program to be distributed by the main station, and when the broadcast program to be distributed by the sub-station corresponds to the predetermined broadcast program to be distributed by the main station, a lid covering unit 240 uses lid covering information prepared for distribution of the predetermined broadcast program of the main station as the lid covering information for the identified broadcast program to be distributed of the sub-station to cover the broadcast signal.SELECTED DRAWING: Figure 1
