When a switch 10 and a switching element S4 are turned on under this state, current from a battery 9 successively flows through the switch 10, the moving contact point 7a, the slip ring 4a, the brush 5a, an output terminal Pu and the switching element S4. At this time, the current is detected by an ammeter 11, and the detection value is transmitted to ECU 13. Upon the current detection of the ammeter 11, ECU 13 determines that any one of brushes 5a, 5b, 5c is worn, and actuates an alarm device 14.
