In a brush roller, ribbon shaped brush bodies are formed by planting many brush hairs 17 at intervals on base members 12 such as ground fabrics and the brush bodies are wound on a brush roller shaft 14. The brush roller shaft 14 has recessed parts to which the connected ends of the ribbon shaped brush bodies are wound and fixed. Thus, the density of the brush hairs 17 is made uniform in the connecting parts 16 of the ribbon shaped brush bodies 12.
