A toner supply roller 52 as an example of the brush roller comprises: a roller part where a composite base material 523 is spirally wound; and a flange for retaining the shape of the roller part. The composite base material 523 is provided with, for example: an elastically deformable belt-like base material 521; and a belt-like brush fiber fabric 524 wider than the width of the base material 521. The portions of the ground fabric 524B where the brush piles 525 of the brush fiber fabric 524 are not planted are bent so that the end faces of the ground fabric 524B made different in phase by 360 degrees are made faced with each other, abutted on each other, and provided with flanges at both ends to retain the roller shape.
