PURPOSE: To prevent the accumulation of a contaminant on the tip of a brush by arranging a cylindrical brush so as to slide the same along the outer peripheral surface of a cylindrical cell and bringing a speed reducing member into contact with the outer peripheral surface of the cylindrical brush under pressure.

CONSTITUTION: When a drive apparatus 14 is rotated, a rotary cell 10 is eccentrically rotated centering around a rotary shaft 12. At the eccentric position of the rotary cell 10, the friction force of a cylindrical brush 16 receiving from the outer peripheral surface of the rotary cell 10 is lower then that between the cylindrical brush 16 and a speed reducing member 56 and, even when the rotary cell 10 is rotated, a brush main body 28 is stopped as it is. When the rotary cell 10 is rotated by 180° from this state, the friction force of the cylindrical brush 16 receiving from the outer peripheral surface of the rotary cell 10 becomes larger than that between the cylindrical brush 16 and the speed reducing member 56 and the outer peripheral surface of the rotary cell 10 is rubbed with brush main bodies 28, 30. By this constitution, wiping treatment can be carried out.
