PURPOSE: To absorb shock due to a moving body by arranging an elastic belt- shaped shock absorbing body round at beast a part of a structure and apart from it.

CONSTITUTION: A buffer protecting device 11 has a shock absorbing body 14 arranged round a part of a bridge pier 12 and apart from said pier 12, and a supporting means 16 to support said body 14. Said body 14 is stretched between the pulleys 20 of a pair of supporting structures 17 arranged at a fixed space with itself being in contact with the peripheral surface 20d of said pulleys 20. Consequently, when a marine vessel has stuck against the bridge pier 12, said body 14 abutting in surface contact on the outboard wall of the marine vessel can effectively absorb shock due to collision.
