A building heat insulating panel 20 is constituted of a surface material 21 of a metallic sheet, a heat insulating filler 24, and a rear face material 25. A painting 26 bearing carbon is applied on the outside surface of the rear face material 25. Breeding of ticks and mold is prevented by the carbon constituent of the carbon-bearing paint 26 at the outside surface of the rear face material 25, and insect damage like termite damage is prevented and no heat insulating defect is broken to secure the heat insulation property.
