To provide a water permeable block which is reusing asbestos by making building material containing harmful asbestos and ash of incinerated sludge harmless.

The building material containing asbestos made up of a cement cured material mixed with asbestos made harmless by baking at a high temperature and a cured material of calcium silicate mixed with asbestos and the ash of incinerated sludge ash are made as a melting binder. Aggregates such as a molding binder, tile scrap, ceramics scrap, stone debris, quartz sand and fly ash, are mixed and baked, and thereby the water permeable block without harmful asbestos is manufactured.
