To provide a building plate low in the rate of dimensional change caused by moisture absorption and drying.

A mixture of wood fiber and wood flakes is integrally formed through an adhesive to form a base 1. Since the rate of dimensional change to the fiber direction of the wood flakes is lower than the rate of dimensional change of wood fiber, the rate of dimensional change as the whole base can be reduced. A building plate 4 (Figure 2) with a rugged layer 3 provided on the surface through a waterproof layer 2, or a building plate 6 (Figure 3) with a lightweight cement layer 5 mainly formed of an inorganic substance, provided on the surface through the waterproof layer 2 and the rugged layer 3, is further provided. The rugged layer and the inorganic layer are low in the rate of dimensional change in comparison with the base. The building plate substantially prevented from the occurrence of separation and cracking of the rugged layer and inorganic layer can thereby be provided by reducing the rate of dimensional change of the base itself.
