PURPOSE: To cancel the reception acceptance waiting state of urgent abnormality information at a monitoring center, and to attain a quick and correct countermeasure in the case that the dispatch of a report concentrates at the monitoring center because of the occurrence of wide-area disaster, etc.

CONSTITUTION: An elevator device 9, an equipment monitoring sensor 10, a security monitoring sensor 11, and a disaster prevention monitoring sensor 12 are provided and connected to an abnormality detection circuit 7 in a building remote monitoring device 16. The abnormality detection circuit 7 detects the change of the contact point of each sensor, and generates an abnormality signal, and sends the report to a monitoring center 14 from a communication control circuit 4 through a telephone line 13. The number of times of the failure of the dispatch of the report is counted by a counter circuit 2, and when this count value reaches some set value, an urgent abnormality discrimination circuit 1 discriminates whether the abnormality signal is an urgent abnormality signal or not in accordance with the contents of the abnormality signal. In the case of the less urgent abnormality signal, the destination of the dispatch of the report is changed to another monitoring center 15 different from the monitoring center 14 to which the report is dispatched usually.
