In a groove 2 formed on a road 1, an optical fiber cable 3 is buried in zigzag state so that the derivation between the jacket of the optical fiber cable 3 and an optical fiber core wire within it is larger. Then, a filler 4 is packed in the groove 2, so that the optical fiber cable 3 in the groove 2 is fixed in the groove 2, in addition, the optical fiber cable 3 is solidified in zigzag state, for assuring radius of curvature.
