To provide a method for creating an action program of the highest certainty to a customer to such an extent that its cost does not exceed its profit.
Each customer is managed based on customer data including attribute information and channel admission information. A case DB (database) 18 stores case data which are customer data on customers about whom business operation is terminated and which also includes records on commodity sales. A CPU (central processing unit) 10 extracts K-pieces of case data approaching the attribute information and the admission information on a target customer from the DB 18, extracts each group of successful examples of commodities sold by each action from the case data, calculates the ratio of the number of successful examples to K as sales certainty for each group of the successful examples, and creates an action program. Thereafter, the CPU 10 employs an action program in which its cost falls below its profit and the sales certainty is maximized. Otherwise, channels of high cost are removed from channel admission on the customer and the processing is redone.
