In rewinding, the cable 15 is not pulled out, and the cable 15 is applied with an excessive tension by the dead weight of the suspending tool, and a shear pin 62 is cut, and a rotary shaft 30a is put into free revolution state for the rotary shaft 30 in sticked state, and the rotary shaft 30a revolves to pull out the cable 15, and the cut trouble of the cable 15 can be prevented.
