PURPOSE: To prevent a worker from being caught with a band at its foot and to prevent the band from being cut due to trampling in the case of installing or inspecting an objects.

CONSTITUTION: A cable fixing fitment 19 and a clamper 20 are separately provided. The fitment 19 has a locking member 21 for locking to the one end of the support arm 11 of a steel tower, and a band 24 coupled to the member 21. The clamper 20 has a locking member 26 for locking to the other end of the arm 11, and a clamp 30 coupled to the member 26. The band 24 of the fitment 19 is extended along the outer surface of the arm 11 to be clamped to the clamp 30 of the clamper 20, thereby sandwiching a cable 17 between the band 24 and the arm 11 to be held.
