To quickly transfer a large capacity of network data by eliminating a bottle neck being the speed of a disk device by storing only data whose access frequency is high, and abandoning data whose access frequency is low at the time of storing transfer data in a low speed storage device such as a disk.
Whether accessed data are already registered in an LRU (least recently used) for memory management or an LRU for disk management, or the accessed data are not registered in the LRU for memory management is checked, and any processing 5a, 6a, and 7a is operated. When the data which are already registered in the LRU for disk management, or the data which are not registered in the LRU for memory management are registered in the LRU for memory management, data overflow from a cache in the memory. Then, whether the data should be transferred to a cache area on the disk or abandoned is decided according to the number of times of access in a period when the data are present in the cache area in the memory without unconditionally moving the data to the cache area on the disk.
