To provide a configuration for enabling a mobile terminal to arrange call origination in advance in the speech channel occupied state of a radio base station.
In figure 1, mobile terminals (101, 102 and 103) are occupied and all speed channels of a radio base station 105 are occupied. When a mobile terminal 104 originates a call in such a situation, a call originating request is reported to a line exchange device 109 by using the control channel of the radio base station 105 and the line exchange device 109 records that information in a storage device 108. When even one of speech channels of the radio base station 105 becomes free, calling-back is performed from the line exchange device 109 to the mobile terminal 104, and corresponding to the response of the mobile terminal 104, the line exchange device 109 performs a connection to a dial destination which has originated a call. Thus, the call origination can be prearranged in the speech channel occupied state of the radio base station 105.
