When a first cam angle signal Scm1 is input (namely, just at the moment that a control cam angle is formed), as a current value Pcn of a first cam phase is used as a cam phase Pccn for control as it is, a detection error of a conventional device is not generated and a high-precision feedback control is achieved. When a second cam angle signal Scm2 is input, as the cam phase Pccn for control is updated by adding the value calculated by dividing the difference between the current value Pcn and a previous value Pcn-2 of a second cam phase by two (namely, a cam phase intermediate change quantity) to a previous value Pccn-1, accuracy (followability) of the feedback control on sudden change of the cam phase is improved.
