The value of the attitude controlling parameter for detecting the position of a target to be tracked based on video data inputted from an image pickup part 101 and the feature information of the target to be tracked and changing the attitude of the camera, so that the detected moved position of the tracked target is the center of an image, is calculated. When it is decided that the tracked target cannot be positioned on the center of the image even in the case of controlling the posture in a panning or tilting direction, the camera is switched.
