At the time of storage, the external water W is fed into the tank 2a through the bottom part 2ad to store a predetermined quantity of the water W inside the tank 2a, and at the time of power generation, the water W stored in the tank 2a is discharged through the bottom part 2ad to conduct hydraulic power generation by means of a water current at the time of discharge.
