To provide a controller for capacitors capable of efficiently equalizing the remaining capacities of the storage batteries provided in a capacitor.
The controller is for capacitors having multiple individual batteries 1 and the like connected in series when discharged. The controller includes: an interlinked maintenance switch 6 for turning on and off a series connection of the individual batteries 1 and maintenance switches 4; positive-side switches 2 and negative-side switches 3 for turning on and off a short-circuited connection of individual batteries 1 of the same pole; voltage sensors 5 that detect the respective voltages of the individual batteries 1; and a control unit 7 that on/off-controls a first switch portion and a second switch portion according to the results of detection by the voltage sensors 5.
